Requirements

- Minimum of 7 years experience as an Information Systems Development Manager leading teams of 5 or more.
- Direct development experience with at least one enterprise level development language/system ((C/C++, Java, .NET, VFP, etc.) and one enterprise level relational database systems (MS/SQL, Oracle, DB2, Informix, etc.)
- Experience managing Applications Programmer/Analysts, Business Analysts, Project Leaders and consultants including the research, planning, development, testing, operation, and maintenance of Application Systems within specific, designated areas, to provide high quality systems and services to business areas.
- Minimum of 4 years Project Management experience
- Experienced with Solution Development Life Cycle (SDLC) project management methodology.
- Previous experience leading Behavioral Health information systems is highly desirable.
- The ability to lead, encourage, mentor and coach team members is required.
- Ability to communicate clearly and effectively with business and MIS leaders

Synopsis
Reports to the Chief Information Officer Regarding duties within the MIS Department's Applications Development Unit:
- Has overall responsibility for the development and implementation of new software programs and applications
- Assures continuous operation of existing software programs and applications, including disaster recovery plans
- Ensures complete and accurate documentation of both new and existing systems.
- Works with the NARBHA Leadership Team to prioritize System Change Requests
- Leads bi-weekly Change Control Board meetings pertaining to unit assignments
- Performs the personnel administration for direct reporting positions including selection, training, performance appraisals, salary administration, recognition of strengths and weaknesses, employee development and affirmative action. Allocates resources to projects and maintains an overall resource plan for the team.
- Assists the CIO in the development of unit budget requests and monitors expenditures to assure compliance with the approved budget.
- Assists the CIO in development of unit salary and education budget requests. Reviews and recommends continuing education for unit staff.
- Assures proper planning, development, and implementation of new systems. Works with the CIO and NARBHA's Leadership Team in the development of long range plans, establishment of priorities, identification of requirements, and training of users.
- Assists in the development and establishment of policies, procedures, and standards. Assures complete and accurate project update reports, project logs, and documentation of all new and existing systems.
- Responsible, either directly or through subordinates, for the development and preparation of audits, testing and debugging procedures, problem analysis, feasibility studies, cost analyses, development timetables, and user procedures.
- Responsible for the completion of all projects within the limits of time and cost projections.
- Is familiar with and utilizes the project management software and Solution Development Life Cycle (SDLC) project management methodology.
- Assures that systems developed are designed to meet future needs. Maintains knowledge of new technological developments, company policies, and procedures controlling new system development or maintenance of existing systems and government regulations.
- Coordinates systems development with other MIS unit managers to facilitate system compatibility. Works with the CIO on all items regarding utilization of computer resources
