Substance Abuse


NARBHA works in collaboration with providers to offer a continuum of care for General Mental Health Substance Abuse (GMHSA) and co-occurring disorders.  A primary function is to identify policy interventions that facilitate implementation of evidence-based practices and to minimize barriers to implementation.

NARBHA's Substance Abuse Program oversees the Substance Abuse Prevention Treatment Block Grant (SAPT), to include HIV services.  SAPT is an annual federal grant provided to states to support a national system of Substance Abuse treatment and prevention programs and services for the following populations:  pregnant women, including teenagers who use substances, IV drug users to include men and women.  These services offer an evidenced-based approach to treatment in residential and outpatient settings.  Evidence-based treatment practices include the Matrix Model, Motivational Interviewing and American Society of Addiction Medicine (ASAM).
